NOAA Fire Weather Testbed Turns Research Into Faster Wildfire Decisions

Based at NOAA’s Global Systems Laboratory in Boulder, the Fire Weather Testbed is designed to move promising wildfire science into operational use faster. It brings researchers, National Weather Service forecasters, satellite specialists, fire managers, emergency officials and community partners together to test not only whether a new technology works, but whether it delivers information people can understand and use under pressure.
Its work spans the entire fire cycle: from forecasting dangerous conditions and supporting prescribed burns to active-fire response, smoke prediction and post-fire flood and debris-flow hazards.
One of the Testbed’s clearest impacts has been its evaluation of NOAA’s Next Generation Fire System, or NGFS, which combines near-real-time satellite detection, fire-weather information, terrain-adjusted locations and fuel data. Techniques examined during the Testbed’s 2024 evaluation were subsequently used during the March 14, 2025 Oklahoma firestorm, when National Weather Service and emergency-management teams issued Fire Warnings within 12 minutes of receiving hotspot notifications. A second evaluation found that NGFS detections were faster and more actionable than existing tools; during the exercise, one participant identified a potential new fire, verified it through other systems and contacted local dispatch.

The operational scale is already significant. Over 90% of the National Weather Service’s 122 forecast offices have subscribed to the NGFS feed. During the Oklahoma outbreak, the system provided initial detection of 19 fires.
NOAA reported that the rapid responses enabled by those detections likely protected more than $850 million in structures and property, compared with less than $3 million spent developing the system.
Just as importantly, the Testbed is examining the human side of wildfire decisions: research involving 475 fire professionals and 19 focus groups found that 84.2% incorporated local National Weather Service briefings into daily operations, with NWS products receiving a median usefulness score of 7 out of 7.
The Testbed’s next work includes evaluating WindNinja forecasts that can refine winds from model scales of several kilometers down to roughly 100–300 meters in complex terrain, testing probabilistic fire-weather guidance and gathering needs directly from Tribal professionals, utility meteorologists, prescribed-fire practitioners and wildfire responders.
This is more than a research program: it is infrastructure for determining which innovations are ready, identifying what must improve and connecting scientific capabilities with consequential real-world decisions. The NOAA Fire Weather Testbed is an important example of the work CO-LABS exists to support - championing Colorado’s federally funded labs and the partnerships that turn publicly funded science into tools that protect lives, communities and economic assets.
